In April 2026, in response to an e-mail received by the Senior Advisor (DESI), Dr. Pal, a proposal was submitted for consideration by PROMAN (Luxembourg), the consortium leader for Lot 16 – Evaluation at Intervention Level under the European Union’s Framework Contract Services for External Action (SEA 2023).
The proposal expressed interest in participating as a local subcontracting partner to provide local expertise, logistical support, fieldwork assistance, stakeholder outreach and quality supervision of experts identified in local markets. Under this Framework Contract, the European Commission commissions evaluation assignments worldwide across a broad range of sectors, countries and intervention types, including ex-ante, mid-term, final, ex-post and counterfactual impact evaluations, as well as evaluations of primary interventions and thematic evaluations.
